- You must be a permanent Maryland resident;
- You are not qualified to any group health insurance , COBRA, Medicaid, and other health insurance programs funded either by the state/federal government or by private entities;
- You are offered limited health insurance coverage and excluding certain health benefits, preferably pre-existing medical conditions; and
- You have been refused of an individual health insurance plan for some health reasons or possess pre-existing medical condition.
